Recently, many important documents of our highest government have repeated "province-county directly-relating district" reform in financial system and administrative system, which causes us to explore some questions. What's wrong with our administrative system? Is it time to reform? How to reform? What're the results of the taxation reform that took place in 1994? What's the relationship between financial management system and administrative management system? What can we learn from the implementation of the "province-county directly-relating district financial system in Zhejiang province? All of these questions will be explored in this paper.Many analysis methods will be used in the paper, such as document analysis, historical analysis, contradictory analysis, comparative analysis, case analysis, and so on. Relevant research results will be sorted to know about the financial management system and administrative management system in the round. We will introduce how the complex government system is running, and the history of it will be explored. In our country, financial levels are usually in accordance with government levels, in a result, a multi-class financial system has been formed. We will pay serious attention to the problems in our government levels and finance levels, such as unclear division of property right and duty among every government. But in Zhejiang Province where the county's finance directly related to the province has escaped from these problems and this case will be analysis in-depth to find some enlightenment. In the end, we find that many serious questions exist in both current administrative system and financial system, so the reform is in need, such as reducing levels, adjusting relationships of property right and duty. In conclusion, we think that we can start the "province-county directly-relating district" reform firstly in financial management system, then spread in the administrative management system. Maybe this path is a good selection.
