Government procurement in modern economic life is becoming more and more important. How to supervise the implementation of government procurement has become an important issue before us. For supervision, we must first understand its concept and scope and then find the problems of our country in the government procurement existed. There are not only the problems of the law itself and procedural problems for operation, but also including some supportive measures on the problems. Supervision is an all-encompassing process, from the establishment of organization to the budget approval, from the bidding to the concluding of procurement contract, from the implementation of the procurement contract to the supervision of implementation, from the pre-qualification to the professionalism of procurement staff , from the control of the powers of the government to the relief for the right of the providers, all of which is the content of government procurement supervision mechanism. Government procurement in China is still in exploration. Government procurement supervision mechanism is even a new topic. China is about to join the'government procurement agreement', but many legal systems and realities are not matching, Therefore, the problem is identified here, which is in connection with the problems about the present advanced international experience in a simple presentation. Including which has practical significance,'government procurement agreement', the representative'the Model Law'of the United Nations, and the regional organizations law on behalf of the European Union, the'public order', and supervision mechanisms of American government procurement are all introduced. Then how the mechanism for bringing the'government procurement agreement'was established into operation in the typical Asian country– Japan is introduced too. After the problems existed in our country has been contrasted to international experience, specific solutions is concluded. From three aspects of legal, procedural and personnel against former issues, some solutions are proposed, which is selectively referred to international experience.
