Financial risk is greatly concerned theoretically and practically, and improper management and control of financial risk will possibly cause financial crisis. In our country's financial operation there are some serious problems presently, which can't be ignored, so it is of great importance theoretically and practically to study our country's financial risk.On the basis of summarizing foreign and domestic theories and studies on financial risk, this dissertation redefines the concept of financial risk, emphasizes particularly on financial risk study from the point of financial payout, bring forward the principle of financial risk choice index, between financial risk evaluation index system and risk evaluation by combining quantitative and qualitative analysis. Financial risk evaluation index system includes 4 kinds, totally 13 concrete indexes, which reflect financial income and expense managing ability, government money-borrowing ability, national economic debt-dealing ability, foreign loans enduring ability, financial gross and expense, mainly emphasizes on the comparison of concrete numerical value in different years and international alerting line, weighs the degree of financial risk through each concrete index. Financial risk evaluation indexes mainly emphasizes on the integration of all risks to analyze the status in different financial years.On the demonstrative analysis part the dissertation analyzes and evaluates the financial risk status from 1978 to 2005. On the basis of chart and date analysis the dissertation gets the conclusion on our country's financial risk degree and trend. Meanwhile it basically analyzes the macro policies, which causes the financial risk, by combining our government financial activities and actual financial policies.At last, the dissertation puts forward some policies and suggestions on how to manage and control financial risk, and gives some ways and means for future work.
