Social endowment insurance system plays an important role in China's social security system. Premium-paid as the base of levying pension, affects the balance of social endowment insurance fund and healthy development of social endowment insurance system. However, in recent years the situation that the falseness of premium-paid base exists in many areas, it is important to solve this problem.This paper expounds the behaviors of the falseness of premium-paid, using actuarial study to analysis the influence on social endowment fund Using Cobb-Douglas function to analysis the influence between social insurance and the cost of enterprise labor, and applying the game theory to analysis the behavior of the enterprise. For two types of the social endowment's payment, paper from policy factors, institutional factors, environmental factors to analyze the local tolerance the falseness of premium-paid base. Whatever claiming the payment of the enterprise ,or regulating the government law enforcement, is required to standardize methods to determine the wage base, so this article writes a chapter to study the issue of salary approved methods. According to the change trend of salary, it proposes the method to accurate the wage base. On the base, the paper provides the suggestion of solving the falseness of premium-paid base, for example appropriating employers to pay lower rates, normative component of the wage, strengthen the supervision of enterprises and local government
