With the gradual implication of China's reforming and opening-up policy, does the social security system play a more vital role. Employee Supplementary Health Insurance (ESHI) performs as one part of health insurance system, which meets the non-basic healthy need from the labors. Not only does the ESHI make the health welfare enjoyed by the labors continuously, it also strengthens the competition. Compared with other cities, the ESHI has been more early put into action in Beijing. The ESHI of Beijing has been on a stable stage, which really implemented the health insurance. However, the short-time establishment and lack of auxiliary policies impede the full advancement of ESHI in Beijing. For Beijing serves as the capital of China, its qualified ESHI will not only exert positive impacts on the local economy and social stability, but also it will act as a benchmark for other cities.Currently, the problems of ESHI in Beijing mainly lie in opaque ownerships, immoderate implication, disaccorded operation and unreasonable coverage, which leads the ESHI on the wrong track and pose negative impacts on perfecting the whole health insurance in Beijing. This paper employs the case analysis for contrasting the advantages and disadvantages of the ESHI among Beijing, Chengdu and Shanghai. Through the macro-perspective, we show the ideal track of ESHI of Beijing. Meanwhile, based on the empirical analysis this paper presents the drawbacks of ESHI in Beijing and its future improvements.As a pilot in Beijing, the enterprises and commercial insurance companies can share the responsibilities of the ESHI under the supervision of social security mechanism. On one hand, this paradigm shows the flexibility of ESHI. On the other hand, it combines both good points of social security mechanism and commercial insurance. As a result, it benefits the healthy development and consummation of ESHI.The Beijing municipal governments should actively improve the policies related to ESHI and further support the implication of ESHI. In addition, the government should also pour more efforts in delineating the insurance level, regulating the funding, specifying the coverage and widening the insurance resource. Through strengthening the macro- and micro-supervision, the ESHI will be on an ideal track.
