Since 1980s, China has reformed its social security system. Then ,a basic frame of social security that adapted market economy has been established. As an important part of social security, pension insurance had been getting through a historic process with foundation, development and consummation in this period. The pension employees covered quickly. Various accumulation of pension fond came into being. Security level improved. Management system sounded. Pension insurance has been controlling society and economy as a safe netting and a regulator .In the past years, the central party committee and the state council looked pension insurance as the main reform project of social society. At the same time, it was a focus of sociality and a field of research by scholars.Guizhou, a backward province of China, its pension insurance system experienced a hard exploration and practice during the course of the reform and opening-up. Especially in the recently years, the construction of pension insurance made a rapid progress. The pension insurance charge rate and the grant of ensign were unified. A style of social insurance fund that considered social and personal account was founded. The social management of retirement pay was carried out. Unfortunately, pension insurance will take new challenges With the growth of the ageing and the adjustment of industry structure,pension insurance reform is facing a formidable task. Based on the promotion of pension insurance reform and China's Western Development Program, optimizing urban pension insurance of Guizhou province. is a reality important research subject.This paper presents three objectives .Firstly, I evaluated the development and practice of urban pension insurance of Guizhou province. Secondly, I analyzed the problems of urban pension insurance of Guizhou province. Then, I pointed out the reasons. Thirdly, I offered main ways and general aims in the light of the civil and abroad experience. Afterwards, I made some concrete scheme on urban pension insurance of Guizhou province.
