FDI is the most active part of the economy of the world. It has always been the main driving force of economy globalization when the world showed further integration and liberalization trend at the same time. The developed countries are still the main source of FDI, followed by the United States, Germany, France and Japan. From the perspective of the recipients, developed and developing countries keep the balance. China is the largest developing country, whose great achievements of economic reform benefited from a series of internal and external causes. FDI is one of the major factors to China's economic growth. Since the adoption of the policies of reform and opening to the outside world, China has intergrated into the tide of economic globalization more and more actively, and the number of FDI has increased rapidly. FDI has played a great role to China's economic development. However, China's regional economic development has shown a typical characteristics of the dual structure. The formation of this dual structure is closely related to the unbalanced distribution of FDI. The imbalance of distribution of FDI in China has exceed the differences of economic development among various regions, and its effect to the economic growth has increased. The adjustment of the distribution pattern of FDI among different regions in China is the key to the regional development strategy. Therefore, analyzing the current situation and obstacles of western regions attracting FDI, building the evaluation system of the competitiveness, and taking effective policies to repairing deficiencies have far-reaching historical significance.Based on the theories of competitiveness and the related theories of FDI, factor analysis, AHP, comparison analysis and fuzzy mathematics analysis are the main research methods of this paper. This paper defines the competitiveness of western regions attracting FDI firstly, then decomposes the affecting factors of the competitiveness into four parts: capacity factor, resource factor, environmental factor and the regime system, compares and analyzes the current situation and obstacles of western regions attracting FDI from four areas, constructs a evaluation system of the competitiveness of western regions attracting FDI by the three-level indicators systerm, estimates the competitiveness of 12 provinces, sorts their competitiveness index, evaluates the calculation results, analyzes the causes of the deficiencies of competitiveness, and proposes the measures to enhance the western regions' competitiveness of attracting FDI at last. There are 6 chapters in this paper:Chapter 1: Introduction. This part gives a brief introduction of the study background, the purpose of study, the tendency of domestic and foreign research, research logic and methods as well as possible innovation.Chapter 2: Basic theory of the competitiveness of attracting FDI. This chapter defines the competitiveness of western regions attracting FDI, and decomposes the affecting factors of the competitiveness into four aspects: ability, resources, environment and system.Chapter 3: Analysis of the affecting factors of western regions attracting FDI. This chapter compares and analyzes the nine factors such as the level of economic development, openness, industrial clustering, the level of technological development, infrastructure construction, natural resources, location, environment and system, which are included in ability, resource, environment and system elements.Chapter 4: The construction of the evaluation system of the competitiveness of western regions attracting FDI. Index evaluation system is the basic method of evaluating the competitiveness of western region attracting FDI. This chapter confirms the principles of building the indicators system, constructs the ladder hierarchical model system, makes use of fuzzy mathematics analysis to determine the index weight, and describes the application steps of the system.Chapter 5: Calculation of the competitiveness of western regions attracting FDI. This part calculates the competitiveness of 12 provinces attracting FDI with the data of 2005, sorts their competitiveness index, evaluates the calculation results, and analyzes the causes of the deficiencies of competitiveness.Chapter 6: Countermeasures of promoting the competitiveness of western region attracting FDI. In order to enhance western regions'competitiveness, this part puts forward countermeasures from four aspects, such as enhancing the economic strength of the western regions, integrating the science, technology, and infrastructure resources, handling the relationship between FDI and environmental protection properly and changing the functions of local government.
