The history of financial resource allocation can be traced to Goldsmith. In China, the first man among domestic economic scholars that mentioned financial resource allocation is Bai Qinxian . He stated that finance was also a kind of resource, and it also had the problems of reasonable exploitation and valid use. After that, there were a large number of scholars engaged in studying the theory of financial resource.They promoted the improvement and development of this theory and on the basis of this theory, they developed a new theory: the sustainable development theory of finance. The financial resource allocation has close relation with the flow of economic resource.The financial resource allocation is the key issue that induct economic resource allocation and facilitate the upgrade of economic structure and plays an fundamental role in the correlation between economic and finance and the maintenance of financial stability.Financial resource allocation is a macroeconornic topic. Research on regional financial resource allocation is hard to find within homeland and also an new exploration and attempt for me. In this article, it includes financial deposit, financial loan, insurance, capital stock, foreign capital, and so on. The emphasis of our research program is to profit from the theory and practice of the optimization of financial resource allocation all around the world and research on the all kinds of factor that restrict the optimization of financial resource allocation. We will put our emphasis on the practical investigation and analysis on the financial resource allocation of Gansu province.Some representative issue on financial resource allocation in Gansu will be deeply analysed and disclosed . The paper asserts that in Gansu province, the fundamental level and middle level of financial resource allocation have some problems in the aspects of participants, channels, mechanisms, targets and costs. The paper also believes that the highest level of financial resource allocation is relevant in inefficiency, inefficient financial resource allocation is not coordinate with the other resources allocation,constraining the whole economy revitalization and development of Gansu Province. After then, the paper gives an deep analysis on the causes that lead to the low-efficient state of financial resource allocations, including:The total amount of economy is very small, the structure of economy is irrational and the requirement of financial resource is insufficient;The development of capital market is insufficient; The operation efficiency of the suppliers and users of financial resources are low.;The financial innovation ability is inadequate;Lacking efficient monetary and financial policies supports; The phenomenon that financial resource out flows is serious and so on.The final target is to explore the proposal of reform in the optimization of regional fnancial resource allocation.We hope the financial reform of Gansu province can benefit from our research.
