With the intensification of the economic globalization, international direct investment shows a trend of rapid development, and plays an important role in promoting the world economic growth. Facing fierce international competition, the implementation of the "going global" opening strategy will be helpful for us to make better use of domestic and foreign markets, takes more active part in the international division of labor and cooperation, and to promote the economic development fastly.Shandong province has already met the basic requirements to develop outwards FDI because of rapid economic increase. Now it's the time of economic structural adjustment, to work hard to develop FDI will contribute to restructuring and upgrading of Shandong's industry. There are still many problems in process of FDI. So to analysis the industry choice and location choice hold strategic significance to Shandong FDI.This thesis mainly comprises of 4 parts. Firstly it concludes and analyses the relevant theories on FDI to make a solid foundation for further study. Then the next part goes on with the feasibility of Shandong FDI including the economic basic, the Current Situation of Shandong FDI, the related policy and so on, to verifying that Shandong now is competent to carry out FDI.The next chapter is the main part of this thesis which consists of two parts. One part explores the industry choice of Shandong by qualitative analysis and quantitative analysis. It selects the manufacturing sector as the main target for study, to propose the standards and orientations of industry choice after analyzing the competitive industries and the industry of inferior position. Anther part focuses on the location choice of Shandong FDI. It puts forward suggestions on this issue in the light of FDI theory. The last part of this thesis analyses the problems of industry and location choice in outwards direct investment as well as the problems of the government's policy. Finally, at the consideration of Shandong's situation, it summarizes and proposes the strategy for Shandong province.
