Electricity is the lifeblood of our country's economic development,With the deepening of the electricity power system reformation, the thermal power plants face ever greater challenges under the market mechanism which is based on the principle of bidding and separation between the power plant and the grid. To survive, thermal power plant must abandon the practice of equalitarianism and resort to the management for profit.This paper systematically researches comprehensive cost management through coal management, maintenance management, outsourcing management, benchmarking management and comprehensive budget management. With the help of cost analyzing, we found that coal account for most part of the total cost. To cut down the cost, I propose that a third party coal logistics platform should be established after analyzing the logistics trends. Then I analyzed the existing maintenance system of thermal power plant and recommend the condition-based maintenance system. To reduce the cost further, the thermal power plant should outsource its non-core business and sharpen its core competitiveness.To be cost effective, the power plant has to know its disadvantage and the gap in management between itself and other thermal power plant. To address this issue, I proposed the benchmarking management and explained the implementing benchmarking management. At the end of the essay, I introduced the comprehensive budget management. To be cost effective, the thermal power station must abandon the traditional management method and take the road of all-dimension, all-process management.
